Zoning and Development Regulations

The City's zoning and development regulations are administered by the Development Services Department. The zoning for properties in the Old Town community can be found on the City's Zoning Grid Map (see tile 18) or by address search. The entire community is within the Old Town San Diego Planned District (appendices available in Municipal Code Chapter 15 Article 16, accessible here), which provides community-specific zones, use regulations, and development regulations for Old Town.

Former Community Plan and Development Regulations

The former Old Town San Diego Community Plan was adopted by City Council on July 7, 1987.

The 1987 Community Plan was implemented through the Old Town San Diego Planned District Ordinance and Old San Diego Architectural and Site Development Standards and Criteria (now repealed and replaced).

Old Town Visitor-Oriented Parking Study (2002)

The Old Town Visitor-Oriented Parking Study (PDF) provided an assessment of existing parking supply and demand conditions, while estimating future parking demand conditions and determining the extent of parking deficiencies. The study also provided alternatives to mitigate deficiencies such as a conceptual analysis of potential parking program costs and financing techniques.
