The Housing Element is the City of San Diego’s comprehensive housing plan. The City is required to update its Housing Element every eight years as a pathway to reach its share of the Regional Housing Needs Allocation (RHNA) as identified by the state with input from the San Diego Association of Governments. The Housing Element identifies potentially developable land zoned for residential use to meet the City’s housing target and provides goals, objectives, policies and programs to meet the housing needs of San Diego's community members. The City completes a Housing Element Annual Progress Report with detailed information on housing proposals and permitting data and the progress made on meeting the City’s regional housing needs targets. Additionally, the report includes information on the progress made on the implementation of goals, objectives, policies and programs included in the Housing Element. The document is submitted to the State of California and made available to the public. The Annual Report on Homes summarizes the yearly progress made toward regional home production goals and tracks the use and success of the City’s housing programs and policies. It provides easily accessible and understandable information to measure the progress of recent housing-focused City planning initiatives.
