Midway Rising is comprised of affordable housing developer Chelsea Investment Corporation, sports venue developer and operator Legends and market-rate housing developer Zephyr. In June 2023, the Midway Rising team announced the addition of the Kroenke Group as an equity investor.

Why was Midway Rising selected to redevelop the Sports Arena site?

In accordance with the Surplus Land Act and with concurrence from the California Department of Housing and Community Development, Midway Rising received “first priority” status for proposing to build the highest total number of affordable housing units of any redevelopment team. Additionally, Mayor Todd Gloria and City staff recommended selection of Midway Rising based on their collective development experience and financial wherewithal as detailed during the independent third-party due diligence and analysis phase of the selection process conducted by Jones Lang LaSalle.

How will public input be considered during the negotiation process?

Members of the public are encouraged to participate and offer public comment or input during quarterly negotiation progress updates to the City’s Land Use & Housing Committee and City Council. In addition, Midway Rising and the City will host quarterly public meetings to provide updates and solicit public input and feedback on Midway Rising’s proposal and vision for the Sports Arena site.

What is the project’s estimated timeline?

Negotiations between Midway Rising and the City of San Diego will occur during a two-year period between 2022 and 2024. During this phase, Midway Rising will work with City staff to acquire all necessary building, construction and site development permits while a California Environmental Quality Act (CEQA) Environmental Impact Report (EIR) is prepared. Following the exclusive negotiation period, the City Council may consider a long-term lease with Midway Rising, with potential construction breaking ground in 2025.
