The Bridge to Home Program was launched by Mayor Todd Gloria as part of his effort to produce more affordable homes for all San Diegans. The program provides gap financing to qualified developers to make affordable housing projects a reality and create homes for families and individuals who can’t afford market-rate housing—including many at risk or currently experiencing homelessness. Funding is provided through a rolling Notice of Funding Availability (NOFA), which has resulted in more than $108 million of funding awards to provide more than 2,000 affordable rental apartment homes.

Because of the great need for affordable housing, the Economic Development Department created a two-pronged process that would expeditiously distribute funding to developers without a heavy administrative burden: a Request for Qualification (RFQ) and a Notice of Funding Availability.

Round Six

Round 6 Bridge to Home NOFA was released on July 28, 2025. The amount of funding available is $15 million total: $10 million of Low and Moderate Income Housing Asset Funds (LMIHAF) and $5 million of Community Development Block Grant (CDBG) funds for property acquisition.

There will be a pre-submittal meeting followed by an Emerging Developer Networking Session on Tuesday, August 19, 2025, at 4:00 p.m. at Cal Coast Credit Union Headquarters, located at 9201 Spectrum Center Blvd., San Diego, CA 92123. Please RSVP to Christie Marcella at cmarcella@sandiego.gov if you plan on attending. Please RSVP for the event no later than 5:00 p.m. PDT on August 8, 2025, so that we can plan attendance accordingly.

The applicant's development team must have passed the City's RFQ process, be on the 2023 RFQ Addendum’s attached list of developers that were pre-qualified through the Dec. 8, 2020, RFQ, or submit RFQ qualifications for consideration by Friday, Sept. 12, 2025, at 5 p.m. PDT, and be deemed eligible. For more details on previous RFQ processes, please see - RFQ: Affordable Housing Developers.

Round Five 

Bridge to Home Notice of Funding Availability (NOFA) Round Five was a streamlined process that utilized CDBG funds only for property acquisition. The NOFA invitation to respond was sent to developers that met the following criteria:

  • Had CDBG-eligible projects
  • Had applied but not been funded in previous rounds
  • Were able to provide financial consultant analysis of updated budgets & financing plans

Two projects were recommended for Round Five of funding as detailed in the March 5, 2025 Economic Development and Intergovernmental Council Committee. Recommended projects are in Council Districts 7 and 8 and will create or rehab 269 affordable apartment homes.

Each recommended project was presented to the City Council for consideration and approval of an Owner Participation Agreement (OPA) or Affordable Housing Loan Agreement. Approved project documents can be found here:

Round Four

Bridge to Home Notice of Funding Availability (NOFA) Round Four for $20M was issued on July 11, 2024, to all qualified development teams that passed the City’s rolling RFQ process. Six projects were recommended for Round Four of funding as detailed in the Dec. 11, 2024, Economic Development and Intergovernmental Council Committee. Communities of Concern, high resources areas, mobility, and capacity building were prioritized. Recommended projects are in Council Districts 4, 7 and 9 and will create or rehab 598 affordable apartment homes.

Each recommended project has been/will be presented to the City Council for consideration and approval of an Owner Participation Agreement (OPA) or Affordable Housing Loan Agreement. Approved project documents can be found here:

Round Three

Round 3 Bridge to Home NOFA was released on Aug. 4, 2023. The funding available was approximately $20 million and comprised of Low and Moderate Income Housing Asset Funds (LMIHAF), Permanent Local Allocation Funds (PLHA), HOME Investment Partnership Program (HOME), and Community Development Block Grant (CDBG).

The applicant's development team must have passed the City's Aug. 4, 2023, RFQ Update or be on the attached 2023 RFQ Addendum list of developers that were pre-qualified through the Dec. 8, 2020, RFQ requirements - RFQ: Affordable Housing Developers.

NOFA applications were due by 5 p.m. (PDT) on Friday, Oct. 6, 2023.

Round Two

Bridge to Home Notice of Funding Availability (NOFA) Round Two for $20M was issued on May 3, 2022, to all qualified development teams not funded in Round One. Three projects were recommended for Round Two of funding as detailed in the Sept. 7, 2022, Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. Recommended projects are in Council Districts 4, 8 and 9 and will create or rehab 242 affordable apartment homes.

Round One

The City was in a unique position to offer its first NOFA due to an influx of funding of sale proceeds from Redevelopment assets (LMIHAF), SB2 Permanent Local Housing Allocation (PLHA), and Community Development Block Grant (CDBG) program income.

The NOFA was issued on May 7, 2021, to 15 development teams deemed qualified through the RFQ process or those partnering with a qualified development team.

NOFA responses were due by July 16, 2021, and the City received 16 proposals from qualified developers totaling $89 million in requests.

Seven projects were recommended for Round One funding, as detailed in the Nov. 17, 2021, Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. The recommended projects are located in Council Districts 3, 5, 8 and 9 and will create or rehab 662 affordable apartment homes.
