Midway Rising Specific Plan (MRSP)

The proposed Midway Rising Specific Plan provides a long-term framework to guide the redevelopment of 49.23 acres of City-owned land into a pedestrian- and transit-oriented landmark entertainment destination. The plan envisions up to 4,254 new homes, 130,000 square feet of commercial space, 14.54 acres of parks and public space, a 16,000 seat Entertainment Center, and improved mobility connections. Together with the associated rezoning action and amendment to the Midway-Pacific Highway Community Plan, the Midway Rising Specific Plan supports a cohesive vision for homes, jobs, parks and public spaces, and mixed-use development, informed by environmental review through a Subsequent Environmental Impact Report and related CEQA findings. 

The City Council will consider adopting the Midway Rising Specific Plan on November 9, 2026 at 1 p.m.
