The Torrey Highlands Public Facilities Financing Plan and Facilities Benefit Assessment, Fiscal Year 2013 was approved by the City Council on November 27, 2012 and approved by the Mayor on January 8, 2013. The plan was amended  by Council Resolution R-313189 on August 12, 2020 The plan can be viewed from the link below.
