How DSD’s Online Permitting Process Works

DSD uses a fully cloud‑based permitting system that allows you to submit applications and upload plans or documents anytime, 24/7.

  1. Submit Your Application
    When you submit a new permit application, DSD reviews your documents to confirm they are complete and calculates the fees you owe.
  2. Pay Required Fees
    After you pay the plan‑check and other required fees, your project is placed into the correct review queue and assigned to the appropriate reviewers.
  3. Plan Review & Cycle Issue Reports
    Each review discipline evaluates its portion of the plans and issues a cycle issues report. You won’t be able to upload corrections or responses until all review disciplines have finished their cycle, even if one reviewer finishes early.
  4. Respond to All Review Comments
    Once all cycle issues are released, you can upload your corrected plans and responses. If multiple disciplines request corrections, you must combine all responses into one file in the required file format. All corrections must be submitted together—you cannot upload responses for individual disciplines separately.

How to Submit an Application

  1. Log in to your online permitting account.
  2. Enter your username or email.
  3. Enter your password.*
  4. Last, press the "Sign In" button.
    * If you are a new user, see the tutorial on how to register for an account.

Click on “DSD Permits.”

Click on "Create an Application."

  1. Read the General Disclaimer section.
  2. Check-mark the "I have read and accepted the above terms" disclaimer.

Click on “Continue Application.”

Selecting the Correct Record Type

Select "Plan - Mechanical/Electrical/Plumbing Standalone," which are for:

Press on "Continue Application."

Selecting the Address

  1. Indicate if there is an address for the Project Site. (An address or an APN is required to proceed with the application.)
  2. Click “Continue Application.”

Option 1: Selecting the Project Location by Address 

  1. Enter Street No. and Street name only. (The system will populate the parcel info).
  2. For streets or avenues named First through Ninth, the permitting system uses a two‑digit number with a leading zero. This applies to all street numbers 1–9. Use the following formats when entering or searching these street names:

    • 01 for First
    • 02 for Second
    • 03 for Third
    • 04 for Fourth
    • 05 for Fifth
    • 06 for Sixth
    • 07 for Seventh
    • 08 for Eighth
    • 09 for Ninth
  3. Only type the Base Road Name. For example, type "Main", rather than "Main St" or "Main Street"). Omit suffixes like St., Ave., or Rd. in the street name field to prevent search errors.
  4. Click “Search.”

 Option 2: Selecting the Project Location by Parcel

  1. Enter parcel number in ###-###-#### format. (The system will populate the address info if it exists)
  2. Click “Search.”

Additional Information

  1. Enter any additional parcels or addresses if they apply to your project.
  2. Include any associated Unit # or Suite #.
  3. Click “Continue Application.”

Adding Project Contacts (Permit Holder)

Select from your account or add a new Permit Holder:

  1. If selecting a Permit Holder from your account, press "Select from Account."
  2. If adding a new Permit Holder who has not been used before, press "Add New."

If your account has a registered user, it will be automatically selected, and a green checkmark will indicate that the Permit Holder was successfully added.

When adding a new Permit Holder, you must first select if the Permit Holder is an "Organization" or an "Individual."

Then fill out the required fields and all other contact information. Please note that an email address registered in the online permitting portal is not required for the Permit Holder. Once all information has been inserted, select "Continue."

Adding an Inspection Contact

Select or add a new Inspection Contact:

  1. If selecting an Inspection Contact from your account, press "Select from Account."
  2. If adding a new Inspection Contact who has not been used before, press "Add New."

When adding a new Inspection Contact, you must first select if the Inspection Contact is an "Organization" or an "Individual."

Answer Code Enforcement Violation Question

If the answer is no, select "No," and then click on "Continue Application."

If “yes,” answer the additional questions, and then select "Continue Application."

Scope & Timeline

Provide the:

  1. Scope of work.
  2. Processing timeline: Select Standard processing time or Express.
  3. Applicant Type: Select between Property Owner (Owner-Builder) or an authorized agent of the property owner or other person per SDMC §112.0102.

Permit-Specific Requirements

  1. Answer if the proposed work qualifies as same‑day emergency gas‑leak or electrical‑restoration work, meaning gas or electricity is currently out and must be restored the same day. You will be asked to affirm that the application qualifies for same-day emergency utility restoration. 
  2. Select whether the property is a Single‑Dwelling Unit (SDU)/Duplex or a non‑SDU/Duplex. An SDU/Duplex is a property with one or two independent dwelling units, while a non‑SDU/duplex includes properties with three or more units or non‑residential uses.
  3. Select the permit type:
    1. Combination Building Permit (Combination Permit)
      A Combination Permit is a permit for single‑family dwellings or duplexes that bundles multiple types of work—typically building, electrical, plumbing, and mechanical—into a single unified permit, rather than requiring separate permits for each trade.
    2. Electrical Permit
    3. Mechanical Permit
    4. Plumbing Permit
  4. Answer if the work is to install a rooftop solar PV on a single-family home or duplex that does not require a Building Permit per Information Bulletin 301
  5. Then, press the "Continue Application" link.

Upload the Required Documents

Upload all required project documents, as listed.

Once all the files have been successfully uploaded, press "Continue Application."

Upload Additional Documents

  • Upload any Additional Documents you wish to include with your submittal.
  • If you have your Project Contact Information form (DS-345) completed, you may upload it now. (Uploading it now will save the step of staff requesting it prior to issuance.)
  • Click “Add” (If you click on the red "X," this will remove the attachment from the upload section, and you will need to reupload the file.

  1. Select “Choose File” and drag/drop or search your files to attach them.
  2. Click on the "Type" drop-down and select the file type.
  3. Provide a brief description of the document.
  4. Click the “Submit” button.

Workers’ Compensation Declaration

  1. Select the insurance declaration statement that applies to this project.
  2. Click “Continue Application”

Application Review

Review the Application and return to previous steps by clicking on the numbered tabs at the top.

  1. Acknowledge the final certification.
  2. Click “Continue Application”

Confirmation of Submittal & Creation of PRJ#

Your record number will be created and displayed, and an email with further instructions will be sent.
