About EOC
The City of San Diego's Equal Opportunity Contracting (EOC) Program is a leader and partner in public contracting for the City and the community we serve. We promote success through education and an unwavering focus on the true value of equality. We honor the public's trust by actively encouraging fair dissemination of public contracting dollars.
The goals of EOC include:
- Enhancing diversity and safeguarding against discrimination in City contracts;
- Ensuring fairness in the expenditure of taxpayer dollars;
- Enforcing federal, state, and City equal opportunity laws;
- Conducting broad outreach efforts within the contracting community;
- Providing technical assistance to small and emerging contractors; and
- Developing partnerships with the contracting community, emerging businesses, and our client departments.
These goals are maintained through the following:
- Pre-Award Compliance: Reviews vendors before contract award to ensure compliance with equal employment opportunity and nondiscrimination requirements, helping promote fair and lawful business practices in City contracting.
- Small Local Business Enterprise (SLBE) Program: Helps qualified small and local businesses compete for City contracts by providing certification benefits such as bid discounts, preference points, and access to certain contracting opportunities.
- Citizens Equal Opportunity Commission (CEOC): Monitors and evaluates the EOC Program, providing recommendations to City leaders to help ensure fairness, inclusion, and equal access in City contracting opportunities.
