Compliance

To ensure the success of each and every City of San Diego contract, each contractor is assigned to a Contract Compliance Officer in the Purchasing & Contracting Department. The Contract Compliance Officer's role is to assist the contractor in achieving compliance in labor laws and regulations, such as prevailing wage, certified payroll, apprenticeship utilization, and subcontractor participation goals.

Your Contract Compliance Officer is your point of contact for City contracting and will be your advocate, as well as your guide in the successful completion of your City contract.

  • Pre-Award Compliance: Before awarding a contract, the City reviews prospective contractors to ensure they comply with equal employment opportunity and nondiscrimination requirements and do not engage in unlawful discriminatory practices.
    • Work Force Report: Contractors may be required to submit workforce demographic data so the City can assess workforce representation and support equal employment opportunity compliance.
    • Good Faith Effort: The City evaluates whether bidders have made meaningful and documented efforts to meet subcontractor participation goals when required by a solicitation.
