Equity Forward is a comprehensive approach to creating a more equitable, healthy and enjoyable place for all San Diegans. The evolving policies, plans and processes under Equity Forward will create more equitable opportunities and investments in San Diego. By acknowledging the effects of policy decisions that have resulted in inequitable outcomes, Equity Forward will leverage the diversity of voices in our city to benefit all San Diegans.

Recognizing that there is much work to be done, Equity Forward is intended to be evolving, based on input from the city's community members. As we continue to engage and listen, the City anticipates that undoubtedly, the need for additional policy changes will be identified, and later added.

Environmental Justice

Environmental justice ensures that people of all races, cultures and incomes are equally and equitably valued, protected and served by our City. This includes regulations and policies that impact the quality of the environment around us, such as transportation, parks, natural spaces, City services and the overall use of land.

Parks and Open Space

With the goal of increasing equitable access to public parks and open space, the Planning Department in collaboration with the Parks and Recreation Department will develop a Citywide Trails Master Plan, the Park Needs Index and Chollas Creek Regional Park Master Plan.

The Chollas Creek Regional Park and Citywide Trails Master Plans will implement policies brought forward by the Environmental Justice Element. The Recreational Element, Parks Master Plan and the Park Needs Index will provide a metric to help prioritize park investments in areas with the greatest needs.

Inclusive Community Engagement

The City will create an Inclusive Public Engagement Guide to ensure inclusive public engagement and community participation for City initiatives, plans and projects, particularly in communities that have historically experienced barriers to public participation. Participation that is truly representative of the communities is critical to ensuring that we are making decisions in ways that will most improve everyone’s quality of life. In addition, Planning staff will engage with the community to gather feedback on project prioritization of infrastructure projects to inform the development of the Five Year Capital Infrastructure Planning Outlook.

Partnerships with community-based organizations and other private entities have incredible potential to improve our city. The Planning Department will identify reforms needed to most easily partner with outside organizations to encourage community investments, such as parks and other public spaces. Planning staff will coordinate with other City departments and engage with community-based organizations and other groups to identify opportunities for greater efficiency, coordination and cooperation.

Comprehensive Timeline

The comprehensive timeline for Equity Forward outlines the stages of policy and plan development, public engagement and the public hearing process over the next few years.

Draft policies and plans are proposed to be developed from winter 2023 through spring 2025.

Community engagement to gather public input will occur from winter 2023 through spring 2025.

Capital Improvement Program Prioritization engagement is anticipated starting spring of 2023 through the fall 2023.

The public hearing process for Five Year Capital Improvement Program Outlook is anticipated starting fall 2023 through spring 2024.

The Environmental Justice Element public hearings are proposed for winter through spring 2024.

The Park Needs Index, Equitable Engagement Guide, and Partnering for Progress items are proposed to be presented at Council committees starting fall of 2023 through spring of 2024.

The Chollas Creek Regional Park Master Plan public hearings are anticipated starting late summer through fall of 2024.
