Project Description

This project provides for improving portions of Gold Coast Drive, between Camino Ruiz and Thanksgiving Lane, and Parkdale Avenue, between Northup Drive and Mira Mesa Boulevard. Improvements will include pavement reconstruction; replacement of traffic signal detection loops, traffic striping/markings and damaged sidewalks; installation of curb ramps to facilitate access for persons with disabilities, curb and gutter and cross gutters, bus stop pads and drain pipes; and tree removal. Before construction on the improvements, multiple underground utilities from San Diego Gas & Electric, AT&T and Spectrum Charter Communications will need to be relocated. View the project alignment.

Prior to awarding the construction contract, the City coordinated with all private utility owners in the right of way by providing them the plans illustrating the estimated location of work along the alignment. The private utility owners who acknowledged conflicts with their utility worked with the City to relocate their assets to avoid conflicts prior to construction. Extensive work was performed by AT&T, SDG&E and Charter Communications, who realigned their utilities. Once construction began, additional utilities in conflict with the project were discovered, which triggered more relocation work. This utility conflict relocation work has added extra time to the project. The private utility owners currently in conflict did not inform the City of any issues during our early design coordination phase and their as-builts did not reflect there were these additional issues.

Storm Drain Improvement Updates

  • Westchester Avenue: A conflicting dry utility was identified with the proposed inlet at Westchester Avenue and Woodlawn Drive. Staff are assessing design alternatives to avoid conflicts.

  • Baywood Avenue, Gold Coast Court and Gold Coast Way: Water line lowering designs are being finalized and coordinated between staff and the contractor to meet Public Utilities Department requirements, which include clearances and offsets for unforeseen conditions.

  • Westonhill Drive and Gold Coast Drive: A conflicting dry utility was identified with the proposed storm drain improvements at the intersection of Westonhill Drive and Gold Coast Drive. The utility is currently working on the permit approval process to perform the relocation work. No firm anticipated date for relocation work is available at this time.

  • San Ramon Drive: Water service conflicts were identified with the proposed storm drain box culvert on both sides of the street.

  • Camino Ruiz: A conflicting dry utility that was identified with the proposed storm drain improvements has been resolved.

  • Parkdale Avenue: Conflicts have been resolved. Paving activities will be scheduled once alternate cross sections due to shallow dry utilities have been agreed to with the contractor.

Current Work (Updated April 26) 

  • Week of April 22: Exploratory work for underground dry utilities continues at Westchester Avenue and Woodlawn Drive.

  • Week of April 29: Street repair at Saluda Avenue, Drumcliff Avenue and Eagle Rock Avenue intersections with Gold Coast Drive.

  • Additional work:

    • Water line lowering modified limits (due to conflicting existing utility) have been identified for conflicts at Baywood Avenue, Gold Coast Court, Gold Coast Drive and San Ramon Drive.

    • City staff updating design sheets to resolve dry utility conflicts.

    • Adjusted paving dates will be provided once all utility conflicts have been resolved and alternate roadway cross-sections have been finalized.

Anticipated Schedule 

  • Construction start: Fall 2022.*
  • Construction end: Fall 2024.*

The project's budget is $15.2 million.*
