Public Notice: Permanent Local Housing Allocation NOFA 5-Year Plan to California Department of Housing & Community Development

Permanent Local Housing Allocation (PLHA) funding is made possible through Senate Bill (SB) 2 Chapter 364, Statutes of 2017. The intent of the bill is to provide a permanent, on-going source of funding to Local governments for housing-related projects and programs that assist in addressing the unmet housing and homelessness needs of their local communities. The City of San Diego is eligible for up to $34,741,098 over a five-year period but must submit a successful Notice of Funding Availability (NOFA) application to California Department of Housing and Community Development (Department). City Council approved the City’s application for PLHA funds on July 20, 2020 with the adoption of Resolution R-313146 and the City submitted application on July 27, 2020. The Department requires the City to include additional language in its Resolution, thus we are extending a second opportunity for public review/comment.plha_5-year_plan.png

The Economic Development Department is seeking input from all residents and community members on the following component of proposed PLHA Plan.  The City recommends the PLHA application include the following eligible activity:  1) assisting persons who are experiencing or at risk of homelessness, including, but not limited to, providing rapid rehousing, rental assistance, supportive/case management services that allow people to obtain and retain housing, and the new construction, rehabilitation, and preservation of permanent and transitional housing.  

Primarily PLHA funds are intended to be used for acquisition, construction/rehabilitation, and operations of permanent and transitional housing.  All PHLA eligible activities will target individuals and families experiencing or at risk of homelessness with incomes at or below 60% AMI with a goal of creating 1,000 new affordable permanent or transitional housing units. Through the submittal of this application, the City of San Diego will continue to focus on increasing the supply of housing for households experiencing homelessness by pursuing acquisition of property, which may include hotels or other underutilized property, performing necessary construction or rehabilitation, providing for operations, and as necessary arranging supportive services to ensure housing stability and self-sufficiency.

NOTICE IS HEREBY GIVEN that the 5-day public comment period regarding the Permanent Local Housing Allocation (PLHA) Plan will begin Nov. 2, 2020. Due to the COVID-19 emergency declaration, the PLHA Entitlement and Non-Entitlement Local Government Formula Component Allocation Notice of Funding Availability will be available for review on this webpage. 

NOTICE IS ALSO HEREBY GIVEN that the PLHA NOFA 5-Year Plan will be discussed during public San Diego City Council. Notice of this meeting will be posted on this webpage.
