Category Definitions

The City of San Diego is responsible for the operation of municipal services, such as libraries, parks and recreation centers, public works construction, public safety (fire-rescue, lifeguards, paramedics, police), and water and sewer service, and for the maintenance of City-owned streets and facilities. The City does not operate the bus or trolley systems, highways or freeways, non-municipal airport/seaport facilities, museums, schools, hospitals, jails, or the zoo.

  • Vehicles
    Examples may include: aircraft; automobiles; boats/marine vessels; earthmoving/grading machinery; electric carts; firefighting apparatus; police cars; refuse packers; light-/medium-/heavy-duty trucks; and street cleaning or repair vehicles.
  • Supplies
    Examples may include supplies related to: building maintenance/repair; computers; electrical; fuel; hardware; hose; irrigation; janitorial services; laboratory; library; lighting; medical services; office; paper; plumbing; and police and safety.
  • Appliances, Furniture, Interior Fixtures
    Examples may include: appliances; flooring; library furniture; kitchen equipment; office furniture; outdoor furniture; shelving/storage; and wall and window coverings.
  • Machinery/Equipment Items — Component Repair Parts
    Examples may include: generators; industrial and laboratory parts; mowers; playground equipment; pumps; shop machinery and tools; street light fixtures; and repair parts for machinery equipment and vehicles.

Contractual Services

  • Equipment & Vehicle Maintenance
    Examples may include: A/V; communication; elevators; HVAC; helicopters; laboratory; office/photocopier; plant operating equipment; and specialized vehicles.
  • Facility & Grounds Maintenance
    Examples may include: custodial and landscape maintenance; security services; hazardous waste removal/disposal; pest control; and trash removal/disposal.
  • Miscellaneous
    This is a catch-all for everything that did not exactly fit in the other service or consultant categories. Examples may include catering, graphics/printing, laundry, interior/exterior signage, and portable toilets.

Consultant Services

  • Architectural & Engineering Consultants
    Examples may include: design (architectural, interior, landscape, lighting); engineering (civil, electrical, mechanical, structural, traffic); and related specialties (corrosion, environmental, geotechnical, and land or urban planning).
  • Computer/Data System–Related
    Examples may include: computer programming; system analysis; EDP maintenance; wire/cable installation; telecommunications; etc.
  • Consultants Other than Architectural & Engineering
    Examples may include: accounting; financial; insurance; legal; management; medical; organizational/training; psychological; public art; real estate; veterinarian; etc.

Real Estate

  • Concession or Operator
    Examples may include opportunities to operate a for-profit business on City-owned property and lease City-owned premises to provide specific services that must be offered to the public according to the terms of the lease agreement.
  • Leases
    Examples may include short-or long-term leases of grounds or facilities that do not include any operating agreements.
  • Sales
    Examples may include unimproved land or land with improvements (buildings) owned by the City that are available to the public for purchase.
