Transportation Engineering Operations Division

The Transportation Engineering Operations Division plans and manages capital improvement projects to improve traffic flow and safety. These responsibilities include:

  • coordination of traffic investigations for signs, markings, traffic control devices, speeding concerns and parking issues
  • accident data collection and analysis
  • traffic volume data collection
  • establishment of speed zones
  • traffic signal management (signal timing, installation and modification)
  • conducting mobility studies
  • investigating and responding to the need for street lights, pedestrian safety improvements, traffic calming and school safety improvements

In addition, the Division manages the Bicycle Program and the Transportation Alternatives Program which subsidizes vanpool, trolley, carpool and coaster usage as a traffic demand management function. The Division coordinates its efforts with regional transportation agencies such as the San Diego Association of Governments (SANDAG), San Diego Metropolitan Transit System (MTS), and California Department of Transportation (Caltrans).
