Temporary construction BMPs (Page 63 of Storm Water Standards) (PDF) are required for all construction. The City of San Diego requirements are found in Chapter 5 of the Storm Water Standards (PDF).

Larger projects, typically those disturbing one acre or more of soil, must additionally meet requirements found in Construction General Permit which is administered by the State of California Water Boards. Such projects are considered to be under "dual regulation" and must meet both the City of San Diego requirements and the State requirements.

Construction sites are required to maintain a written plan for implementing construction BMPs. If the project is required to be covered under the Construction General Permit, a Storm Water Pollution Prevention Plan, or SWPP, is required. The SWPP shall include compliance with the City of San Diego requirements. If the project is not required to be covered under the Construction General Permit, then a Water Pollution Control Plan, or WPCP, is required.
