Letter from Isgo Tsuda, Mayor of Tano Town, written in Japanese and English in a 26 x 12-inch frame. The letter discusses their Japan Exchange and Teaching program they adopted in 1987, the contributions of Gilbert Chaco Espineli and his sister, Grace - teachers from San Diego, and the Japanese team of 18 who visited San Diego in August 1990. This was donated by the visiting delegation from Tano Town.
