Adopted Land Development Code Updates

The Housing Policy Team regularly processes updates to ensure that the municipal code complies with State law and is responsive to the City's changing land use needs.

In addition, the Housing Policy Team processes single-issue LDC updates as needed.

2026 Code Update

The 2026 Code Update took effect on July 15, 2026, outside the Coastal Zone and with the exception of one item within the Transition Zone of the MCAS Miramar Airport Influence Area. The City is currently working with the California Coastal Commission to obtain certification of the 2026 Code Update within the Coastal Zone.

The 2026 Code Update was adopted on June 15, 2026.

12th Update, Phase 3 (2020)

This update amends the Cannabis Outlet and Cannabis Production Facilities related to 1) measurement from a residential zone; and 2) the expiring of Medical Marijuana Consuler Cooperatives, Cannabis Outlet and Cannabis Production Facilities. This ordinance was approved on July 30, 2020. NOTE: These regulations are only effective in areas outside of the Coastal Zone.O-21221
