C3 Tester Portal
Authorized and approved backflow device testers for the City of San Diego can submit and certify backflow device test reports in the C3 tester portal as required by the Cross-Connection Control policy handbook and City of San Diego Municipal code. As a courtesy, portal notifications and required reporting forms are emailed from noreply@salesforce.com to the Signatory Contacts on file. Authorized contacts receiving email notifications will need to add noreply@salesforce.com to their safe sender list or coordinate with their IT security staff to ensure their inbox can receive emails from this address.
Note: The Cross-Connection Control Online Portal is compliant with applicable federal, state, and local cross-connection control regulations and is fully operational. Registered portal users can enter data, attach documents (up to 25 MB total size), and electronically sign submissions in accordance with program requirements. Upon successful submission, the system will automatically generate a consolidated confirmation email by end of calendar day; there is no need to mail physical documents or email copies of submissions.
