Bicycle Master Plan

Bicycle Master Plan Update
The Bicycle Master Plan Update is a citywide effort that will result in a comprehensive update to the 2013 Bicycle Master Plan. The Plan will identify a network of bikeways and provide a framework to make the City an easy and safe place to bike, with a focus on providing healthy and safe ways to travel to work, school, or other activities.
Funding for this project is provided by Caltrans' Sustainable Transportation Planning Grant program.
Help Shape the Future Bicycle Network
The City has developed a draft bicycle network using public input collected from the 2024 Cataloging the Lived Riding Experience Survey and the latest best practices for bikeway planning and design. The draft network includes bikeways identified to provide a safe and easy way to get around our City by bike for all ages and abilities, but we need you to help us make sure this is as best as it can be.
We are now seeking input on the draft citywide proposed bicycle network via a map-based survey. Responses from the survey will be used to refine the proposed bicycle network.

Cataloging the Lived Riding Experience Survey
In Fall 2024, the City conducted a social map activity, an interactive trip map activity, and a survey to gather input from the community for the Bicycle Master Plan Update. More than 3,000 people responded, and this input provided valuable information about critical gaps in the bicycle network and community preferences for needed improvements. The following links provide you with the opportunity to review the input received that helped inform the development of the draft bicycle network.

Key takeaways from these surveys include:
- Primary reported reasons for bicycling include: exercise/leisure, environmental, and transportation to work, school, or transit.
- Primary barriers to bicycling included traffic safety concerns and gaps in the bike network.
- Survey respondents preferred Class I and Class IV separated bike facilities.
- Most reported bicycle trips were under 5 miles.
A complete summary of the feedback received from the Cataloging the Lived Riding Experience Survey is provided in the Engagement Summary (3/28/2025).
