Low Impact Development/Capital Improvement Projects

Kellogg Park Green Lot Infiltration Project

The California State Water Resources Control Board created Areas of Special Biological Significance (ASBS) to protect our oceans and prevent pollution within some of the most pristine and biologically diverse sections of California’s coast. La Jolla is home to two ASBS, which encompass a large portion of the La Jolla Shores marine environment. To protect the water environment off the coast, pollution and other waste discharges into the ASBS are prohibited by the California Ocean Plan.

To address the issue of runoff into the ASBS, the City has developed a Priority Development project at Kellogg Park in La Jolla Shores. The Kellogg Park Green Lot project is designed as a treatment control utilizing best management practices in the parking lot to treat storm water and urban runoff. The project includes elements that will capture surface runoff from the parking lot and public right-of-way. The elements will filter and infiltrate the water to minimize pollutants.

The project will remove 18,000 square feet of asphalt concrete on the northern and southern ends of the lot and replace it with pavement that will capture large amounts of surface water. In addition, a “vegetated bio-swale” will be constructed on the east side of the parking and a filter bed will be added to the west side between the parking lot and beach walk. Both serve to capture and infiltrate runoff. A new trash bin enclosure with runoff control will also be added.

There should be minimal to no impacts to residents in the area. All work will be completed within the parking lot which will remain open to the public during this time. The project will be completed in two phases whereby each phase will close only one side of the parking lot at a time to allow construction activities.

  • Reduction in the volume of storm water and water-borne pollutants that could potentially reach the adjacent beach
  • Enhanced aesthetics: New landscaping features and trash enclosures
  • New parking lot surface
  • New curb ramps for improved accessibility
  • Improved drainage near current storm drain inlets

The construction contract is for $982,000.

Construction Start: Spring 2011
Construction Finish: Winter 2011
