Code Updates in Process

The Land Development Code (LDC) contains regulations for the development and use of property including zoning, subdivisions and other related land use activities.  The Planning Department monitors and continually updates the code to simplify and streamline the permitting processes, assure compliance with state and federal regulations, and eliminate unnecessary barriers, redundancies and contradictions. 

Information regarding comprehensive LDC updates that are currently in process and managed by the Housing, Implementation and Policy team can be found here. Since 2020, LDC updates have been processed annually and named by processing year (i.e. 2020 and 2021) rather than update number (i.e. 13th Update). Please check back for updated content as the amendments move through the hearing process. 


Homes for All of Us Implementation Proposal

Homes for All of UsOn July 19, 2021, the City of San Diego announced a new citywide initiative called Homes for All of Us. The initiative includes the PDF icon Homes for All of Us Implementation Proposal, as well as a citywide community plan update framework called Blueprint San Diego and the creation of a Middle Income Housing Working Group. Through updates to the Land Development Code (LDC), the Homes for All of Us Implementation Proposal aims to incentivize and promote new housing opportunities throughout the city that San Diegans of all income levels can afford.  

On Aug. 4, 2021, Planning Department staff will host a Homes for All of Us Implementation Proposal workshop to receive public feedback about how it should be implemented in the LDC. This will be followed by a second workshop on Aug. 16, 2021 to discuss the code amendments included in the Homes for All of Us Implementation Proposal. Annual Comprehensive Code Updates

Planning staff held a series of four public workshops in July via Zoom to introduce and discuss non-housing-related items in the proposed 2021 Code Update. 

There are currently 50 items in this year’s update, including the Homes for All of Us Implementation Proposal items. During the July workshops, Planning staff reviewed the proposed draft language for each item. Then, there was an opportunity for feedback and questions and answers on that item. You can view recordings of those meetings and review the items covered below.
