Hearings Draft Community Plan
The hearings draft of the updated College Area Community Plan is now available. The hearings draft of the College Area Community Plan balances a variety of feedback received on the first draft and second draft, as well as Citywide objectives identified in the General Plan.

The Planning Commission considered and unanimously recommended that the City Council adopt the updated College Area Community Plan on October 9, 2025. View the Planning Commission meeting staff report, presentation slideshow, recorded hearing and other supporting materials on the planning commission website.
The Land Use and Housing Committee and City Council are expected to consider the draft College Area Community Plan this fall. The City Planning Department will announce opportunities for public input and post schedule updates as they become available.

Previous Draft Community Plans
Second Draft Community Plan
The second draft of the updated College Area Community Plan was released on Friday, July 31, 2025. The City Planning Department provided an overview of the Second Draft College Area Community Plan at the College Area Community Planning Board on Monday, Aug. 11. The slides from the meeting are available for review.
The City Planning Department also held a virtual presentation and Q&A on Thursday, Aug. 21, 2025. The slides from the virtual Q&A as well as the video recording of the virtual meeting are also available to review.
First Draft Community Plan
The first draft of the updated College Area Community Plan was released on Thursday, Jan. 9, 2025. The City Planning Department provided an overview of the first draft at the College Area Community Planning Board on Monday, Jan. 13.
The City Planning Department also held a virtual presentation and Q&A on Thursday, Feb. 6. The slides from the virtual Q&A as well as the video recording of the virtual meeting are also available for review.
About the Plan Update
The City of San Diego is updating the College Area Community Plan, last updated and adopted in 1989. The update will consider current conditions, Citywide goals within the Climate Action Plan, the General Plan, the City’s Strategic Plan, and community-specific goals to shape what the community looks like into the future.
Blueprint SD, the City's General Plan, was adopted by City Council on July 23, 2024 and serves as a guide for future community plan updates, including the College Area Community Plan. Blueprint SD Sets the framework for future plan updates that will help to meet housing, equity and Climate Action Plan goals across the City.
