Otay Mesa Southwest Village Specific Plan

On July 6, 2026, the San Diego City Council approved the Southwest Village Specific Plan. The proposed Specific Plan provides a long‑term framework to guide the creation of a new mixed‑use, walkable village in the Otay Mesa Community Planning Area, reflecting existing conditions, citywide goals, and community priorities. The Plan envisions up to 5,130 new homes, 175,000 square feet of commercial and retail space, and a network of parks, open space, public facilities, and improved mobility connections, including the extension of Caliente Avenue and Beyer Boulevard to the San Ysidro Community Plan area. Together with associated rezoning actions and amendments to the Otay Mesa Community Plan, the Southwest Village Specific Plan supports a cohesive vision for homes, jobs, public spaces, and mixed‑use development, informed by environmental review through a Subsequent Environmental Impact Report and related CEQA findings.
