Complete Boulevard Planning Study

Study Area

For the Complete Boulevard Planning Study, the City has worked with the City Heights and Talmadge communities to propose multi-modal mobility infrastructure improvements within the El Cajon Boulevard corridor between Highland Avenue and 50th Street (see image to right). The final products will include a foldout brochure summarizing the project and preliminary engineering drawings for the highest priority improvements.

The mobility infrastructure improvements envisioned for the corridor are intended to help realize the transformative potential of the Rapid Bus service in Mid-City by creating a more walkable, bikeable, and transit-friendly street corridor. The section of El Cajon Boulevard that is the focus of this project encompasses the Little Saigon District, and this planning study will identify urban design improvements that will help highlight this district and enhance the corridor's existing character.El Cajon Boulevard Community Workshop Alternatives

The planning groups and community meetings as well as targeted businesses along the corridor have shown support for a combination of the drafts of Alternative 1 and 8b, which can be viewed in thePDF icon El Cajon Boulevard Community Workshop Alternatives Discussion. Alternative 1 will run between Highland Avenue and Euclid Avenue, while a combination of Alternative 1 and 8b will continue between Euclid Avenue and 50th Street. Generally, Alternative 1 focuses on maintaining four travel lanes as well as parking, while creating an attractive, more pedestrian friendly environment that enhances the Rapid Bus service. As for 8b, this component will be similar to Alternative 1, but support an eastbound bicycle lane to provide a comfortable environment for cyclists to ride uphill.

This project has been funded with grants from the San Diego Association of Governments (SANDAG), the El Cajon Boulevard Business Improvement Association, and the County Healthy Works Prevention Initiative.

Current Status

The City of San Diego is currently working with other departments to refine the 30 percent drawings and high priority locations, visiting local businesses, and drafting the project brochure and report. As more documents and information become available, they will be accessible here. 

 

Presentation to City Heights Area Planning Committee (December 5, 2016)

On Monday, December 5, 2016, at 6:30 PM in the Metro Career Center Conference Room at 3910 University Avenue, final project alternatives were presentated to the City Heights Area Planning Committee.

Community Meeting  (November 15, 2016)

A community meeting was held to receive input from all stakeholders and community members on final project alternatives on November 15, 2016 from 2:30 PM - 4:30 PM at the City Heights Weingart Library.

Complete Boulevard Open House Unveils Multi-Modal Alternatives (August 23, 2016)

The Open House was held on August 23rd from 5:30 PM until 7:30 PM at the Hoover High School Auditorium. The public attended this Open House and learned more about the proposed multi-modal concepts and alternatives.

The proposed study will be presented at the Kensington-Talmadge Planning Group meeting to be held on September 14, 2016 starting at 6:30 PM at the Copley-Price Family YMCA Community Room located at 4300 El Cajon Boulevard, San Diego, CA 92105.
