2019 Mission Valley Community Plan Update

On September 10, 2019, the San Diego City Council approved the updated Mission Valley Community Plan. The updated Community Plan considers current conditions, Citywide goals in the Climate Action Plan and the General Plan, and community specific goals to provide direction for the long-term development of the community. During the update process, City Planning Department staff worked with the Mission Valley community and the public to identify and consider important questions, issues, and opportunities. 

The format of the updated Mission Valley Community Plan is intended to communicate the community’s vision to the local community, property owners, and developers to encourage successful implementation. The plan clearly states a vision for the future of the community upfront; provides implementing actions that the City can take to help achieve the vision; and offers design guidelines and policies to direct new development on how to improve quality of life for residents, employees, property owners, business owners, and visitors of Mission Valley in the future.

Focuses opportunities for housing within mixed-use, commercial and residential areas.


Protect & Enrich Every Neighborhood

Identifies opportunities for public spaces and pocket parks, trails and joint-use facilities.

Provides guidance for the future identification and preservation of historical resources and districts that embody architectural and cultural history.


Advance Mobility & Infrastructure

Identifies opportunities for mobility infrastructure that improves walking/rolling, biking and transit connections.


Champion Sustainability

Promotes opportunities for urban greening and street trees to address stormwater runoff and climate change.

Protects canyons, open spaces and sensitive habitats.


Foster Regional Prosperity

Promotes employment uses as economic drivers connected to regional transit.

Plan update outreach:

  • The Mission Valley Community Plan Update process included a wide variety of opportunities for public input. In addition to regular meetings with the Mission Valley Community Planning Group and Mission Valley Community Update Subcommittee, webinars, pop-up outreach events, key stakeholder interviews, online surveys, and meetings with other community groups allowed for a variety of public input opportunities throughout the planning process. The community engagement effort helped inform the land use, mobility, and public space concepts that were incorporated in the Mission Valley Community Plan.

Adopted Mission Valley Community Plan Update & Associated Documents

  • On September 10, 2019, the San Diego City Council approved the Mission Valley Community Plan Update and associated documents. 

  • The Final Program Environmental Impact Report (PEIR) analyzes the environmental impacts that could occur if the plan is implemented and identifies any feasible mitigation measures or alternatives to reduce any environmental impacts.  
  • The Zoning Map illustrates the areas that will be rezoned to implement the land use map of the Mission Valley Community Plan Update. 

Mission Valley Community Plan Update Subcommittee (CPUS)

The Mission Valley Community Plan Update Subcommittee (MV CPUS) was a subcommittee of the Mission Valley Planning Group, which is the City's recognized citizens' group for Mission Valley. This subcommittee was created specifically for the Community Plan update in order to provide feedback to the City regarding the process.

Community Open House on Future Land Uses and Environmental Scoping

The Mission Valley Community Plan Update team held an open house at the Westfield Mission Valley Mall on August 12, 2017. The team received valuable input and support on the draft preferred land use alternative map and the scope of environmental issues and alternatives to be analyzed within the forthcoming Environmental Impact Report.

Online Activity Outreach - Previous Activities

The Mission Valley Community Plan Update conducted outreach through an online portal. Activity 1 focused on prioritizing policy ideas from the Issues and Options Report to help inform land use alternatives for Mission Valley. Activity 2 gathered input on parks and recreation, including future park locations, desired amenities, and trail connections. Activity 3 was guided by the City of San Diego Climate Action Plan (CAP) and explored opportunities to increase the use of alternative transportation modes—such as walking, bicycling, and transit—for daily commutes.  

Data gathered through these exercises were combined with other input collected through our community engagement program such as the Mission Valley Community Plan Update Subcommittee meetings, stakeholder meetings, and community workshops. This input was used to create land use and design scenarios to be evaluated in future outreach activities including a public workshop.  

Existing Conditions Report Mobility Element

This report provides the foundation for the mobility issues and opportunities identified in the Issues and Options Analysis available below. The content of this report includes an analysis of existing physical and operational conditions related to the mobility system within the Mission Valley community. This document is the initial step towards updating the Mission Valley Community Plan's Mobility Element.  

Issues and Options Analysis

Outlined in this report are fifteen issues expected to affect long-term development in Mission Valley along with potential solutions to be addressed in the update to the Community Plan. Issues identified include connectivity, establishing a neighborhood center/main street, land use, mobility, and the environment. The Issues and Options Analysis will provide a framework for identifying development alternatives for the update to the Community Plan. Additionally, this document provides an overview of existing plans in the community, the General Plan, and the Community Plan update process.  

Phase II Community Outreach

Phase II of the update process focused on identifying existing conditions in Mission Valley, and developing a vision for the community for the next 20 to 30 years in the future. This was accomplished through the development of two technical studies (Map Atlas and Issues and Options Analysis) and several community outreach efforts. Community outreach efforts included: engaging residents, business owners, property owners, community members, developers, and other stakeholders in gathering information on existing conditions, opportunities, connectivity, neighborhoods, strategies for moving forward, and a vision for the future.

Map Atlas

The Map Atlas is an informational document that focuses on mappable resources, trends and concerns. The Map Atlas was created to educate the community, inform policy change and frame decisions relating to long-term physical development in Mission Valley. Accurate as of January 2016 this document elaborates on land uses, natural resources, urban form and transportation infrastructure.

Community Kickoff Meeting Open House

The Community Kickoff Meeting was held on June 30, 2015, at the Scottish Rite Center. The community had the opportunity to learn about the update process and discuss what is special, challenging and possible for Mission Valley.

Mission Valley Specific Plans

1985 Mission Valley Community Plan

The City Council adopted the 1985 Mission Valley Community Plan on June 25, 1985.
