To address San Diego’s water supply challenges caused by a limited local supply, increased demand on imported water, and climate change, the City conducted a water reuse study and determined that advanced water purification was an economical investment that would help ensure a safe, local, and cost-effective water supply for the future. In June 2011, the City began operating a one-million gallon per day (mgd) advanced water purification pilot plant to demonstrate its ability to operate and maintain a full-scale facility. The future North City Pure Water Facility will use the same treatment processes that have proven effective at the pilot plant to produce 30 mgd of purified water to supplement our local supply.
The North City Pure Water Facility will use a proven five-step process to purify recycled water produced at the North City Water Reclamation Plant. 30 mgd of purified water will be conveyed by the North City Pure Water Pump Station to the Miramar Reservoir for storage. The water will be treated to regulated drinking water standards at the Miramar Drinking Water Plant before being sent to San Diego homes and businesses.

Construction on North City Pure Water Facility and Pump Station site is primarily taking place on weekdays from 8:30 a.m. to 3:30 p.m. The speed limit on Eastgate Mall has been reduced to 35 miles per hour and traffic signs are in place. Please obey signage and drive with caution.
There is currently a full closure on Eastgate Mall between Judicial Drive and Eastgate Drive in order for SDG&E to complete a gas line relocation. The closure hours are 9 p.m. to 5 a.m., Sunday nights to Thursday nights from November 2022 through February 2023. There are posted detours along Nobel Drive and Towne Centre Drive. This schedule is subject to change as it is contingent on weather and other unforeseen issues.
For the safety of the public and construction crews, drivers should obey the posted traffic limit on Eastgate Mall.
