University Community Plan Update

On July 30, 2024, the San Diego City Council approved the University Community Plan Update. The updated Community Plan takes into account current conditions, Citywide goals in the Climate Action Plan and the General Plan, and community specific goals to provide direction for the long-term development of the community. 

The University Community Plan serves as the 30-year vision for land use, mobility, urban design, public facilities and services, natural resources, historic and cultural resources, and economic development in the University Community Planning Area. This update plans more opportunities for homes, jobs and mixed-use development connected to the University of California San Diego, retail and employment centers, hospitals, health care facilities, residential areas, public spaces, and bus rapid and light rail stations. 

Strategic Plan Priority Areas of Focus

This initiative focuses on the following priority areas of the Strategic Plan:

Create Homes for All of Us

Focuses opportunities for housing within mixed-use and residential areas.


Protect & Enrich Every Neighborhood

Identifies opportunities for public spaces and pocket parks, trails and joint-use facilities.

Provides guidance for the future identification and preservation of historical resources and districts that embody architectural and cultural history.


Advance Mobility & Infrastructure

Identifies opportunities for mobility infrastructure that improves walking, rolling, biking and transit connections.


Champion Sustainability

Promotes opportunities for urban greening and street trees to address stormwater runoff and climate change.

Protects canyons, open space and sensitive habitat.


Foster Regional Prosperity

Promotes employment uses as economic drivers connected to regional transit.

The Planning Process / Schedule

Project Completion: 2024

Plan update outreach:

  • The University Community Plan Update process began in 2018. An open house was held in early 2019. A subcommittee of the University Community Planning Group consisting of residents, local business owners, industry representatives, and other public agency stakeholders was also convened in early 2019. Over six years, City staff presented various planning, mobility, urban design, recreation, and open space concepts at meetings for the subcommittee’s review and feedback. COVID-19 meeting restrictions were in place from 2020 to 2022. During this time, the subcommittee met virtually. In-person activities resumed 2023 as pandemic-related restrictions were lifted. The subcommittee hosted more than 40 public meetings.

Adopted University Community Plan & Associated Documents

On July 30, 2024, the San Diego City Council approved the University Community Plan Update and associated documents. A second hearing occurred on September 10, 2024, to finalize the approval of ordinances (i.e., CPIOZ, Rezone, etc.) that implement the University Community Plan Update. The ordinances went into effect on December 1, 2024. Please note that the adopted plan is not in effect within the Coastal Zone until the plan is certified by the California Coastal Commission.

The Final Community Plan Summary of Changes summarizes the changes made to the University Community Plan. 

The Final Engagement Summary Report summarizes major themes that emerged from the public comment feedback received throughout preparation of the University Community Plan. 

The Final Mobility Technical Report provides a mobility analysis of the proposed mobility improvements identified in the University Community Plan.  

The Final Affordable Housing Report provides financial feasibility analyses of the City’s proposed affordable homes requirement for the University Community Plan Area.

The Final Program Environmental Impact Report (PEIR) for the University Community Plan Update, analyzes the environmental impacts that could occur if the plan is implemented and identifies any feasible mitigation measures or alternatives to reduce any environmental impacts.  The PEIR was certified by the San Diego City Council on July 30, 2024 as part of Blueprint SD. The Zoning Map implements the land use designations identified in the land use map of the University Community Plan. 

The Community Plan Implementation Overlay Zone (CPIOZ) Map illustrates the areas that were included in the CPIOZ as proposed by the University Community Plan.  

The City Planning Department accepted Draft Community Plan Public Comments on the University Community Plan Update, which were reviewed and informed the final plan.  

June 2024 Draft University Community Plan

The Draft of the University Community Plan - June 2024 incorporates revisions based on feedback received from the community on the Second Draft of the University Community Plan and was presented to the Land Use and Housing Committee on June 13, 2024. 

The Summary of Changes - May 2024 Report summarizes the changes made to the Second Draft of the University Community Plan.

March 2024 Second Draft University Community Plan

The Second Draft of the University Community Plan - March 2024 incorporates revisions based on the feedback received from the community on the Community Discussion Draft and was circulated for review from March 14, 2024 to April 29, 2024. A cross-reference table was also prepared showing draft land use designations and draft implementing zones. 

The Summary of Changes - March 2024 Report summarizes the changes made to the Discussion Draft University Community Plan.

April 2023 Community Discussion Draft (First Draft)

The University Community Discussion Draft is the first draft of the University Community Plan that was circulated for review from April 4, 2023 to June 30, 2023.

Additional University Community Plan Update Materials

The 2022 Choose Your Future! Outreach Summary outlines the in-person and virtual outreach activities and results from the Online Engagement Platform, Choose Your Future!, conducted in October and November 2021.

The 2019 Online Survey Report focused on identifying community priorities and recommendations for mobility, housing, nonresidential development, and parks and public spaces within the Planning Area.

The 2019 Online Survey Report - Appendix provides a complete overview of responses received within the survey.

The Existing Conditions University Community Atlas provides baseline information on existing demographic, land use, urban design and mobility conditions within the planning area to help inform the planning effort.
