The Otay Mesa Enhanced Infrastructure District Public Financing Authority (OM EIFD) is the governing board of the district established by the City Council in February 2017. The formation of an Enhanced Infrastructure Financing District (EIFD) is proposed to provide supplemental funding for infrastructure identified in the Otay Mesa Public Facilities Financing Plan.
