In 1925, this collection was created by Developmental Services Departmental staff. in order to provide easy access to the resolutions that related to or effected the operation of Developmental Services Department. Using official copies of council resolutions Developmental Services Department arranged the copies in chronological order and bound them into books.

These raw unaltered images of the bound paper Development Services Department (DSD) Resolutions expose the effects of heavy use and corrosive glue and rusty metal fasteners. The acidic bindings were removed individually to expose letters and words that were hidden under the binding. After scanning and verification, the DSD paper Resolutions were wrapped in acid-free paper, placed in labeled acid-free boxes and stored in a controlled archival environment.
